The Council of Ministers of the Union of Soviet Socialist Republics (USSR) (Russian: Совет Министров СССР, tr.: Soviet Ministrov SSSR; sometimes the abbreviation Sovmin was used, or Soviet of Ministers) was the Soviet government—de jure the highest executive and administrative body of the Soviet Union. The council issued declarations and instructions based and in accordance with the acting laws which have an obligatory jurisdictional power on the territories of all republics within the Union. However, the most important state issues were accepted in the joint declarations with the Central Committee of the Communist Party of Soviet Union (CPSU), which was de facto more powerful than the Council of Ministers.[1]
